Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to rules and regulations of state of Texas, US Environmental Protection Agency, Texas Commission on Environmental Quality, Texas Public Utility Commission, Texas Water Development Board, US Army Corps of Engineers, other regulatory entities, and legal rights, property rights, and contracts related to permits, contracting, financing, and litigation related to the proposed Inner Harbor Desalination Project and other potential sites of potential production of water.
