Executive Session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to the Texas Pollutant Discharge Elimination System permit process, Texas laws and rules of the Texas Commission of Environmental Quality and the U.S. Environmental Protection Agency related to discharge permits, intake permits, desalination, and other permits related to water treatment, and administrative procedures related thereto.
